Why doesn't NT & TAS have a proper State League
look at regions too not just town size -
so Iron Triangle would have -
Pt Augusta about 13,000, Pirie ? 11,000 and Whyalla 20,000 so about 45,000 between the towns
Riverland around 30,000 between towns
Copper Triangle around 15,000
Mt Gambier Millicent 33,000

Limited population centres outside of Adelaide and any benefits don't outweigh the travel costs.
Largest SA towns by 2016 population going by Wikipedia:
Mount Gambier 26k (was in SEABL until recent changes)
Whyalla 21k
Murray Bridge 17k
Victor Harbor
Port Lincoln (7 hour drive)
Looking at Vic SEABL teams and distances, Bendigo is 150km from Melbourne, Dandenong is 35km from Melbourne centre. Frankston to Geelong is 125km. In SA, Mt Gambier is 400+ km from Adelaide and closer to Melbourne.
Geelong is 157k population, Ballarat 93k, Bendigo 92k, etc.
Anything within an hour or 90 minutes is going to be doable as a bus trip or players car-pooling and easy to do without accommodation, per diem costs.

'People would not travel the 3-4 hours required to have a consistent state league throughout the year.'
Why wouldn't they ? Other state leagues do.

The Tas State League is a post season roster that follows on from the three regional leagues. It has been running for about 6 years and has several regional based games followed by a gala weekend with finals.
Most imports have gone home so teams use permit players to "top up" their lists so not really a true league.
People would not travel the 3-4 hours required to have a consistent state league throughout the year.

SA has had country teams over previous years - Murray Bridge, Riverland, Mt Gambier

Wrong again if you had done some more research you would have found out that this is only a recent occurrence. What about providing a bit of info yourself so everyone can learn about the state leagues in those areas?

What they call "TAS State League" is just a two week carnival involving the top four teams of the northern and southern regional leagues. Hardly a proper state wide competition.

NT - too sparse outside Darwin. TAS - north-south divide.
They have regionalised leagues at least like the DBA and NWBU.
Plus SA doesn't have any teams outside of Adelaide so it is only a state league in name.

I may be reading to much into this but I've heard he wants to come here, wright wants a playmaker, boti saying playmaker is certain/swingman a possibility so money spent on playmaker
