2010 NBA Allstar Game set for Cowboy Stadium

Does anyone have any clarification on the new rule that was brought in this year in regards to recruiting outside players?
I know depending where you finished on the ladder determined numbers but is the rule that a new recruit if they have played juniors with the club does not count as a "new" recruit??? Or is it juniors/seniors???
