Stupid , stupid rule , other junior programs in other sports , and even interstate in basketball, allow the end of the bench of a grade team ( in this case basketball players 8 and 9 ) to play both that grade and the next lower grade in the same round - provided that they are first year players and are not in the first 5. In basketball this means you can develop young players and actually the associations make MORE money as the club only needs 21 players to field 3 teams of 9 players in each game.
