At a previous employer (large blue chip company), senior staff were all provided with cab charge dockets for company functions to prevent stuff like this. At another former company there was quite a culture of the long Friday afternoon lunch and there was always a number of staff who were done. At that company, it was almost a badge of honour to blow the most.
There is also a precedent with worker's comp involving an employee who was killed in a car accident after a compulsory business function. Blood analysis showed he was way over and should not have been driving.
