Victoria without a doubt have the strongest junior program in the nation. they also have the necessary multi-court mega venues (Dandenong / MSAC) to make it happen, and Melbourne is a pretty central location for all the states to get to. More Vic teams in each age group not just because they are the home state, but also because they have enough teams good enough to be in it as well.
