The only issue with NOT relegating Sunbury is that you would then need to find two teams to bring into D1 and into the Western conference.
Craigieburn are an easy one to promote being the D2 Champs, but the 2nd team to promote would be more difficult. Keysborough, also being grand finalists, could be sent up but they're in the south and were relegated to D2 only 12 months ago.
The other catch is that only last season Warrandyte, McKinnon, Camberwell & Blackburn all came up from D2. With Werribee being promotod and last years influx of teams from the landscape has changed significantly.
It's not like other years where a strict promotion/relegation system NEEDS to be applied.
Would assume that Craigieburn, being last seasons D2 Champs, would be coming up. Presuming Sunbury are not relegated, after finishing last for the 2nd season in a row, that would balance the conferences out as Craigieburn would be a irect replacement in Werribee's conference.
