That's not how it works.
You have to qualify before you can apply. That is literally how it is worded. Everything must be met "at the time of application"

After that, it is simply processing time. There is a huge backlog, and it takes time for an application to make it through the system.
75% are approved within 15 months, which would be roughly the end of next month.
90% takes 28 months, which whilst alarming suggests to me that those are the ones with problems and questions.

There was an incident in the last quarter of the u-18 Girls final were two players were grappling for possession, and ended up in a heap on the floor, a foul was called, but as both players got up they gave each other dirty looks. Then there was confrontation as both lashed out, pushing the other. This resulted in a double foul.

I would have thought by that level, in a game of that magnitude the offending players would have more sense then receive a needless double foul?
