Ben Gordon playing for Great Britain as well isn`t he, as does Loul Deng.
Kyrie will see if he makes their roster we will be the second option no doubt.
All you need is citizenship and your fine. Half our Olympic athletes in track and field and wrestling, weightlifting are in the same boat. 2nd/3rd ranked in there own countires so they come here.

He does not reside in Australia, so I'd imagine not. E.g. after France recently raised their marginal tax rate for the very wealthy (up to something like 80% from memory), many of these still-French citizens sought dual citizenship in a neighboring country, changed their country of residence and thus avoided paying France's tax rate.

Define an "Australian" first.
IMO Irving is American, although born here he wasn't raised here.
People who are born in another country but raised in Australia are IMO Australian.
By "raised in Aus" i mean spent atleast half of their childhood/teenage years in Australia.
Baynes born in NZ but raised in Australia, so is Australian.
