Players have to be rewarded for good "clean" D. A clean block on a shot should not be called a foul.
On contact if 2 players, "with an equal chance" of gaining possession both go hard at the ball and there is contact, maybe heavy contact, a foul should not be automatically called.
what i am seeing in junior reps in NSW is any block on a shooter being called a foul. The refs signal a hand foul when there is no hand contact, all ball.
If they are calling it as a body foul, they should signal it that way, but always calling a hand foul is pissing people off.
