Government contracts are always over the top, one reason is the hoops contractors need to jump through. The specs supplied are always over the top as well.

I know of one spec where the design company called for stainless steel pull wires in electrical conduits instead of the usual blue and gold rope. Added $250k to the job. On another one, daily testing at a NATA lab was required for the first 6 months, cost would have been $223/day plus labour.
