Surely "turnover" is reliant on supply and demand.
Let's be realistic
Demand for good coaches is high at District clubs
Demand for any new coaches to train & develop is high
Supply of new coaches, especially experienced is very low..
Hence low turnover. The very vast majority of people who coach do it to assist clubs in trying to develop players and promote their 'love' of this great game
It's not like you could make money from it, so coaches at each club continue until they need a rest or feel comfortable in stepping aside
