Actually I think that rule stands in the NBA too I'm almost certain I've heard NBA commentators in the past refer to it when guys were coming close to assists records.
Or maybe it's the one dribble thing in the NBA they still count it even if the receiving player takes 2-3 dribbles but I think FIBA only count it if you take one dribble.

Should be an assist in all rules. However the poor pricks whod have to watch every game in history to add an extra 2000 assists to stocktons tally (and every other player) retrospectively may disagree.
