He had some serious talent, should have stayed at UConn and learnt more. But being a NBA draft pick shows what the pros thought his upside being. But the rumours of his dodginess at Perth scared off a lot of nbl teams. Will be interesting to see how he goes.
It's a fair enough question if you don't know the different rules.
For FIBA purposes, he is Lebanese.
But the NBL import rules aren't based on FIBA classification. He has dual (possibly triple) citizenship, and so can play in the NBL as a local.
