cos it's expensive, time-consuming and difficult. even if you do qualify (like I did) there's a lot to it, it's not as simple a working for three years then collecting your passport.

Why would he want to do that?

I don't think Australia is in the habit of giving citizenship to people who haven't even visited the country in three years, either.
