NBL 1 is a pathway.
A new team could run in NBL1 for a few years, garnish support and sponsors, then move up when a licence is available.

It's simple, the single ingredient you need for an NBL Franchise is MONEY, and lots of it.
Just look at SEM. Despite losing Wesley to injury, and being saddled with Benson, they have made a red-hot crack of it, in their first season, precisely because their owner is loaded.
Ergo, if you HAVE the money, no need to waste time piss-farting around in the Nunawading Bush League. And if you don't, then a cabinet full of NBL1 trophies won't help you.

Cairns have three games against the top two sides, Melbourne have two. Only Crocs and Hawks are playing their 3-8 rivals only in each game. Melbourne have Breakers twice, but three home games and some softer targets at the end. Destiny of the Hawks is well and truly in their hands with that schedule.
